AN ADJUSTMENT TO SCD-LEAVE FOR NON-FEDERAL OR ACTIVE DUTY UNIFORMED SERVICE MAY BE OFFERED

  • primary purpose of this position is: to provide tower, radar, and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (!FR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR). Provide terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. Manages and directs controller actions and functions in Tower and Radar facilities as the watch supervisor, senior controller.
  • Performs air traffic control duties in the control tower and radar facility.
  • Operates, trains, and provides preventative maintenance on a host of automated communication and display hardware and software systems that are integral and vital to the operation of the air traffic control facility.
  • Serves as the primary watch supervisor, senior controller In the ATC facility.
  • Conducts and performs weather-related functions as part of the National Weather System.
  • Provides comprehensive On-the-Job training for Air Force and Air National Guard personnel in accordance with Air Force, Air National Guard, FAA, and local policies and directives.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

  1. Must be facility-rated in all assigned facilities, and maintain proficiency.
  2. Must meet and maintain on a continuing basis, the physical and mental qualification standards established by OPM, FAA and USAF for Air Traffic Control duty.
  3. The employee must obtain and maintain a Secret clearance.
  4. Irregular and overtime hours may be required to support operational contingencies.
  5. Position is subject to random drug testing.
  6. This is a Key position IAW DOD Directive 1200.7. The incumbent must be removed from military status if alternatives for filing the position during an emergency are not available.
  7. Incumbent must have a high level of judgment and discretion, demonstrated verbal and written skills, and the ability to meet and deal with high-ranking military and civilian personnel.
  8. Must possess ability to make rapid and precise judgments in real-time work situations, to remain calm under conditions that are stressful, and to coordinate at times many different processes at once, while adjusting rapidly to changes in the traffic pattern and temp of work activities.
  9. This position may be subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8835(a) and 8425(a), Mandatory Separation; 5 USC 8336(e) and 8412(e}, Immediate Retirement; 5 USC 8339(e) and 8415(d), Computation of Annuity).
Qualifications

One year of specialized experience equivalent to the GS-09 grade level which includes experience in issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialized experience also requires the ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Air Traffic Control (ATC) operations, policies, procedures, and instructions to include possessing an FAA Air Traffic Control Specialist Certificate and capable of performing air traffic control functions IA W AFI 13-203 & AFI 13-204, with applicable ANG supplements.
  2. Knowledge and skill to use Information Technology (IT) equipment and software, to include ATC training simulators, weather equipment, recording systems, digital radar systems, and various information data systems.
  3. Comprehensive knowledge of administrative and correspondence practices required to supervise facility functions such as: technical orders, operating instructions, user guides, etc. General knowledge of military methodology, rank, customs, and protocol is desirable.
  4. Ability to research, analyze, interpret, and apply air traffic control rules, directives, and procedures to ensure the safe and expeditious flow of air traffic control in !FR, VFR and SVFR conditions.
  5. Ability to communicate orally and in writing. Must possess the ability to speak rapidly, clearly, and distinctively. Must be able to establish and maintain effective working relationships, and ability to negotiate effectively and professionally.
  6. Ability to plan, organize work, establish milestones, and meet deadlines.
  7. Knowledge of weather phenomena and localized effects, to include the ability to perform appropriate reporting procedures as required.

PART-TIME OR UNPAID EXPERIENCE:Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
