Overview

ACS Professional Staffing is looking for a full-time employee to work on-site with our client.The Project Manager 2 position facilitates tests, training, and exercises in support of Continuity Program. The position acts as a liaison between the Continuity Office and stakeholders during the development, maintenance, and evaluation of plans and procedures involving emergency management and business continuity.This position is located in the Continuity of Operations (NNC) organization of the Office of Security and Continuity of Operations (NN), Chief Administrative Office (N). Continuity of Operations coordinates the development and maintenance of plans that prepare to continue its essential functions in the event of a major disruption in normal operations. The organization is responsible for defining standards, tools, and processes to be used in developing the continuity program which are consistent with federal directives and guidelines. The scope of the organization includes Crisis and Incident Management, Emergency Response, Continuity of Operations and Infrastructure Restoration. The organization supports service lines and other groups in designing, implementing and maintaining strategies to ensure the availability of essential agency functions, and the necessary business processes, resources, infrastructure and information technology assets, in accordance with management-approved objectives.This position is located in Portland, Oregon.

Responsibilities:

  • Support and facilitate manager-assigned project or multiple projects, from beginning to end in collaboration with senior management, external industry entities and stakeholders, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development

  • Assisting Continuity of Operations Program in coordinating and advancing numerous related projects whilerepresenting ContinuityProgram interests by:

  • Developing generally accepted project management deliverables in support of Continuity Program and its sub-projects, including objectives, requirements, project plans, milestones, and schedules.

  • Developing working relationships with all applicable stakeholders and subject matter experts to help advance the credibility of the Continuity Program, incorporate Continuity principles into the culture and solicit positive cooperation and support.

  • Supporting Continuity coordinators and other staff in the accomplishment of Continuity approved efforts.

  • Supporting or facilitating Continuity change management, communications, training and awareness efforts.

  • Helping to ensure that Continuity quality standards are met on all program related efforts.

  • Supporting Continuity Program in implementing its program charter and framework by:

  • Assisting in analyzing gaps between existing Continuity capabilities and needed capabilities to meet tolerances (i.e.: process RTO’s/Recovery Time Objective and core output MTD’s/Maximum Tolerable Downtime.)

  • Assisting in developing strategies and managing implementation projects to close identified gaps to the desired level.

  • Assisting with implementation and continuous improvement of Crisis and Incident Management concepts and plans

  • Assisting management with developing and executing COOP exercises as well as after-action reports.

  • Assisting Continuity in gathering, reviewing, validating, analyzing and formatting data for plans and other documents

  • Assisting Continuity in developing, reviewing and formatting program related plans and documentation to ensure quality standards

  • Assisting Continuity with continuous improvement of Continuity related plans and other program documents.

  • Take a pro-active stance on project risk management by anticipating and identifying potential areas of risk and obtaining guidance from appropriate manager

  • Support and facilitate the following functions:

  • Written and verbal sponsor communication;

  • Project team communications and coordination;

  • Inter-project team communications and coordination;

  • Issues and risk management;

  • Coordination with IT resources;

  • Coordination with the program enterprise architect;

  • Team meeting and sponsor meeting management.

  • When necessary, manage the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.

Requirements:

  • 10-13 yearsdirect work experience in a project management capacity, including all aspects of process development and execution, isrequired.

  • Bachelor’s Degree in applicable fieldspreferred –5-9 yearsdirect work experience in a project management capacity, including all aspects of process development and execution, isrequired. Applicable fields include a Bachelor’s in Engineering, Business AdministrationOrganizational Development, Computer Science or other related technical discipline.

  • 5+ years of demonstrated Business Continuity (BC) or emergency management skills and experience isrequired..

  • Intermediate level skills with MS SharePoint, Visio and MS Project arerequired.

  • Proficiency with Microsoft Windows operating system, including Microsoft Office Suite 2010 isrequired.

  • Must have Technical Writing ability and skills, sufficient to write and understand functional and technical specifications.

  • Working knowledge of Telecommunications or Facilities planning, functional and technical specifications and life-cycle management is preferred.

  • PMI or PMP certification is highly desirable.

  • Business Continuity Certification i.e. Certified Business Continuity Professional (CBCP) or Member Business Continuity Institute (MBCI) is highly desirable.

  • Knowledge of government agency operations is highly desirable.

  • Working knowledge of commercial communication and electrical utility systems is desirable.

  • Ability to build effective working relationships throughout an organization

  • Ability to communicate verbally and in writing reflecting a clear, accurate, and courteous style with team members, managers, and executives.

  • Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities.

  • Ability to work autonomously when given specific assignments.

Additional Requirements:

  • Must possess a valid Drivers License.

  • May be needed to be on call 7x24 to respond to the event of an emergency or incident situation

  • Be able to work extended shift hours without relief in the event of an emergency incident or situation
