Douglas County Solid Waste Department Full time position with competitive full-family benefits package, OPSRP retirement and availability of deferred compensation retirement savings. This position is represented by the TEAMSTERS LOCAL UNION No. 223 This position maintains and monitors the County's Roseburg Landfill and Transfer Sites, within well-defined policies, procedures and guidelines. Essential functions: Open and close site at appointed hours; open and close barrier gates for permit holders; operate transfer site on all days scheduled to be open including weekends; direct and assist users of transfer sites in proper disposal procedures; monitor and screen incoming traffic for special waste; explain and enforce departmental policy and procedures, issue warnings and report violations. Resolve problems associated with facility users; provide recycle information; maintain daily log of activities, incidents, violations, waste volumes, making all necessary/required written or telephone messages to main office; collect appropriate funds as necessary. At landfill - weigh all incoming loads; maintain log of incidents, violations and waste volumes, collect special waste fees; maintain cash box and related paperwork. Monitor wood waste, tire and glass areas for unauthorized disposal. Requires regular and consistent attendance. The ideal candidate will enjoy meeting and assisting the public in a positive and helpful manner. MINIMUM QUALIFICATIONS: Two years combination of experience or training dealing with the public and in interpretation of policy and procedure which provides required knowledge and skills necessary to perform the duties of the position. At time of appointment, must possess a valid Oregon driver's license. In addition, applications will receive further evaluation based on: Reasonable knowledge of solid waste disposal practices, recycle programs and public policy interpretation. Skill in: Directing and assisting the public with disposal policy and procedure; interpretation of policy to contractors and facility users; use of computers and related software; safe operation of equipment and tools. Ability to: Communicate effectively in oral and written forms; estimate and manage time efficiently; maintain records, and reports; remain calm and use good judgment during confrontational or high pressure situations; meet and deal effectively with employees, contractors, engineers, consultants, vendors, public agencies and the public. Work is performed at the County's Roseburg Landfill and the Transfer Sites and involves bending, gripping with hands and fingers, hearing voice conversation, kneeling, lifting/carrying up to 40 pounds, operating passenger vehicles, pulling, pushing, reaching, sitting, standing, standing long periods, sweeping, and walking. There is exposure to dampness, noxious odors, and sun. Work is performed in an environment involving everyday risks or discomforts in adverse weather conditions, requiring safety precautions. Attendants will furnish and wear appropriate apparel as required by the department, including foul weather gear.
