The Director, Service & Integrated Logistics Support S&ILS Manager will be responsible for overseeing and implementing all Portland service, warranty and assigned Remote Service Centers work. This includes proposal preparation, response, and contract implementation. The S&ILS Manager will be responsible for orchestrating and performing Contractor Logistics Support (CLS) and Performance Based Logistics (PBL) contracts for both commercial and government applications. The S&ILS Manager will interface with Engineering to ensure the integration of supportability in the design process for all products.
Typical activities include: analyzing, evaluating, and negotiating S&ILS contracts with customers; implementing S&ILS contracts to meet contractual/customer deliverables and goals; interfacing with Reliability Engineering, Quality, Configuration Management, Training, and Manufacturing in preparation of Logistics Technical Documentation (LTD); RFP/RFQ proposal evaluation, content development, and proposal response. Directly monitors and manages S&ILS processes and development of Logistics Technical Documentation (LTD) in support of program/customer requirements.
This position will work in concert with all FLIR Survelliance service divisions to maximize resources and capabilities, processes and procedures in the development of support plans, strategies and documentation that will create a unified FLIR service organization.
Is responsible for:
Logistic Support Analysis (LSA and LSAR documentation) for FLIR’s products.
Working with all FLIR service divisions to establish requirements, plans, and contracts regarding S&ILS support.
Implementing S&ILS contracts and ensuring deliverables are completed per contract
Providing spares analysis and recommendations.
Providing input to the FLIR Training Department as to customer required training and development of customer specific training.
Supporting proposals, bids, and contracts for submission to FLIR’s customers, including but not limited to Integrated Logistics Support Plans (S&ILSPs), Contractor Logistic Support (CLS), Performance Based Logistics (PBL) plans.
Implementing, per contract, Integrated Logistics Support (S&ILS), Contractor Logistic Support (CLS), and Performance Based Logistics (PBL) plans.
Developing and preparing data and input to Life Cycle Cost Analysis / Level of Repair Analyses (LORA), and Maintenace Allocation Charts (MAC).
Interfacing with and assisting the FLIR Technical Publications Department in development of technical manuals/publications in support of contractual requirements or as required.
Developing Provisioning Technical Documentation (PTD) requirements.
Performs other related duties as required.
Managing the Technical Publications and Training Departments.
BS/EE/related Engineering degree or BA Business degree. Demonstrated understanding of commercial contract/agreements for product support; government/military contract Integrated Logistics Support, Performance Based Logistics, and Contractor Logistics Support requirements; familiarity with MIL-PRF 49506, MIL-STD 1388 2A / 2B, ATA 2200, and familiarity with DoD 5000 requirements. Must have minimum of 5 years of previous management experience with outstanding interpersonal and communication skills (verbal and written). Strong analytical and problem solving skills coupled with proven leadership abilities. A team player with a track record of success in achieving and maintaining total customer satisfaction with an emphasis on S&ILS support.
Requires a Minimum 5 years of experience in management of S&ILS and development of Logistics Technical Documentation in support of government contracts using LSA, LSAR MIL-STD-1388-2A / 2B or MIL-PRF-49506.
Proven success in developing service and support logistics for capital equipment supplied to both domestic and international commercial and government agencies.
Demonstrate familiarity with Federal Acquisition Regulations (FAR).
Demonstrate familiarity with FAA regulatory requirements and STCs.
Demonstrate familiarity with DoD government system acquisition process
Strong written/verbal communications skills
Strong background in development of Integrated Logistics Support Plans (LSP) and Integrated Support Plans (ISP) and training programs.
Experience with earned value measurement system (EVMS) and Work Breakdown Structure (WBS) planning and reporting.
Applicant must be fluent in the use of Microsoft Office products.
Experience with Performance Based Logistics required.
Experience with Contractor Logistics Support required.
Experience in development of Support Equipment Requirements Documents (SERDs) and Depot maintenance planning, etc. desired
Familiar with Minimum Equipment Maintenance List (MMEL)
Familiar with spares forecasting for military aviation and maritime product environments.
Must be a US Citizen with ability to obtain Secret clearance if necessary.
