Summary
Deschutes County is accepting applications for a Building Safety Inspector I, II, or III. This position is responsible for performing inspections for compliance with Oregon State Specialty Codes. Duties include participating in issuance of permits, calculating fees, and maintaining records; performing inspections of structures under construction or repair; issuing approval or disapproval and writing correction notices; performing duties as a plan examiner to review a wide variety of residential, commercial, and industrial construction plans and documents to ensure compliance with applicable laws, codes, ordinances, and accepted engineering practices; enforcing appropriate State specialty codes, ORS, OAR, County ordinances, and other related regulations; and providing information regarding permits, specialty codes, and compliance procedures to architects, engineers, builders, and the public.

Compensation
Building Safety Inspector I salary range is $4,364.67 to $5,849.02 per month.
Building Safety Inspector II salary range is $5,052.65 to $6,771.08 per month.
Building Safety Inspector III salary range is $5,570.56 to $7,465.04 per month.
Based on a 172.67 hour work month. Salary normally starts at the first step. Classification placement is dependent upon education, experience, and possession of certifications. Excellent County benefit package when eligible. This union-represented position is available immediately.
This position is open until filled. Applications will be reviewed on a weekly basis.
Minimum Qualifications
High School Diploma or equivalent (GED); two years of post-high school technical training or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Preference will be given for:
Possession of all four residential certifications.
Possession of two or more commercial inspector certifications.
Building Safety Inspector I
Licensing Requirements. Must possess an Oregon Inspector Certification and proper State of Oregon certifications in at least one specialty certified area as specified by the County: structural, mechanical, plumbing, electrical, or plans examiner.
Building Safety Inspector II
Licensing Requirements. Must possess Oregon Inspector Certification and Proper State of Oregon certifications in the following areas:
One or more A-level specialty certified areas as specified by the County; and
Three or more 1 & 2 family certifications in building, mechanical, plumbing, electrical, or plans examiner.
Building Safety Inspector III
Licensing requirement. Must possess Oregon Inspector Certification and
Proper State of Oregon certifications in the following areas:
A-level Oregon electrical and 1 & 2 family mechanical certifications; or
A-level Oregon plumbing and two or more 1 & 2 family certifications in building, mechanical, or electrical; or
A-level Oregon plans examiner certification with Fire & Life Safety endorsement; or
1 & 2 family structural, mechanical, plumbing, and electrical certifications.
Must have knowledge and skill in the following:
Basic development principles and processes.
Reading, interpreting, and evaluating blueprints, plans, and specifications.
Planning principles and land use regulations.
Customer service principles.
Reviewing plans for compliance with applicable standards and guidelines.
Understanding and applying code standards.
Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Must have a demonstrated ability to:
Interpret and evaluate plans, specifications, and engineering drawings.
Work in sometime adverse weather conditions for extended periods of time.
Walk in rough terrain, stoop, bend, and crawl.
Communicate effectively both verbally and in writing.
Establish and maintain effective working relationships with others at all times.
Work independently as well as in a team setting.
Necessary Special Requirements
Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Must be willing and able to drive throughout Deschutes County in sometimes adverse weather conditions.
Physical Requirements.
Inspector: Approximately 20% of the work is performed in an office setting requiring use of computer keyboard, responding to telephone and walk-in inquiries, and other office activities.
Plans Examiner: Approximately 80% of the work is performed in an office setting requiring use of computer keyboard, responding to telephone and walk-in inquiries, and other office activities.
Depending on the role, the balance of time is spent in the field in all types of weather requiring the ability to drive a variety of vehicles, walk on uneven surfaces, climb into trenches and on ladders, crawl into confined spaces, etc., exert up to 75 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 15 pounds of force constantly to move objects.
