Summary

The incumbent serves as a Supervisory Medical Support Assistant in an In-patient or outpatient clinic setting. S/he works at the Department of Veterans Affairs Medical Center, Roseburg, Oregon and/or the outpatient clinics. The incumbent performs duties related to receipt, intake and compiling of health and administrative information. The incumbent will interface with personal computer (PC) applications as well as numerous Vista applications.

Responsibilities

Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Qualifications

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Grade Determinations: One year of specialized experience equivalent to the next lower grade level.

Scope of Assigned Duties (ALL MSA's):

  • Incumbent is delegated authority necessary to accomplish assigned programs, performing the full range of supervisory duties and responsibilities to effectively utilize the resources and manpower allocated to the assigned area.

  • Incumbent serves as a supervisor, technical expert, trainer and advisor to approximately 12-15 of the Medical Support Assistants (MSA) in Health Administration Service (HAS).

  • Incumbent Maintains necessary controls and suspense files.

  • The incumbent overseas the daily operations and ensures VHA policies and procedures are being followed.

  • Incumbent develops performance standards and evaluates the work performance of subordinates. This includes setting team goals and technically directing the work of subordinates. This requires, planning, assigning, reviewing and accepting/rejecting work done by subordinates.

  • The incumbent will make work assignments, set or negotiate deadlines and designates completion dates.

  • The incumbent coordinates the leave of the MSA's, approving time and leave as appropriate and arranging for cross coverage in order to provide adequate coverage across all administrative areas.

  • The incumbent instructs employees in assigned tasks and job techniques, conducts formal and informal on-the-job training as well as answers questions on procedures, policies and directives.

  • She/He identifies training needs and finds ways to improve productivity or increase the quality of work within the assigned areas.

  • The incumbent gives advice; counsel and direction to employees on both and administrative matters.

  • The incumbent hears and resolves minor complaints from employees; refers group grievance and more serious unresolved complaints to their supervisor, Assistant Chief, or HAS Chief.

  • The incumbent affects minor disciplinary measures such as warnings and reprimands as well as recommends action in more serious cases.

  • The incumbent interviews candidates for positions in HAS and recommends appointments and/or promotions.

  • The incumbent acts as a liaison between MSA staff and clinical staff as well as the veterans and the public.

  • She/He will have at least monthly meetings with their supervisor and any AD HOC meetings with staff deemed appropriate to ensure HAS staff is an integral part of the work site and the communication lines are open.

  • The incumbent is expected to be a communication facilitator, arranging meetings and in-services as necessary to ensure that information and knowledge are communicated to staff.

  • Incumbent has responsibility for resolving complex problems to ensure patient services are provided in an efficient and patient focused manner.

  • Incumbent constantly analyzes data to evaluate individual staff and program performance, including identification of patterns and trends. Incumbent uses knowledge and experience with System Redesign to continuously improve administrative processes.

  • Incumbent is responsible for the disbursement from and management of multiple fund control points.

  • The incumbent is required to provide back-up coverage for supervisors at other locations based on the needs of the service.

  • Incumbent must be familiar with patient aligned care concepts and requirements of patient aligned care and philosophy. Must have knowledge of agency goals and objectives and methods of evaluating program accomplishments and the structure of VAMCs.

  • Incumbent must be familiar with all mandatory requirements including any VHA Directive(s) related to VHA Outpatient Scheduling Processes and Procedures. The incumbent must have a mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

Physical Requirements:The employee primarily performs their work in an office setting that may require sitting for an extended period of time, standing to receive customer/visitors in the reception area (clear speech), light carrying of files, pushing carts, walking, pulling files, works closely with others, use of fingers for computer work.
