Responsibilities The Assistant Director (AD) has full-delegated line authority and responsibility for the overall direction of all divisions within the Regional Office. The Assistant Director, shares fully with the Director responsibility for the effective, efficient and economical direction, control, and operation of Veterans Benefits Administrations (VBA) program of benefits and services provided by law for Veterans, their dependents, and beneficiaries; and services for other Federal agencies, allied governments, and miscellaneous beneficiaries within the limitations of established policies and delegated authority. As a full assistant to the Director, the AD is responsible for assisting the Director in the effective and efficient delivery of benefits to Veterans and their dependents in the Regional Office (RO) jurisdiction. He/she is responsible for the coordination, integration and management of Veteran's benefits and administrative programs of the Regional Office. The Assistant Director shares with the Director responsibility for the pursuit of optimum performance in all program areas, emphasizing priorities established by the Secretary of the Veterans Affairs and Under Secretary for Benefits. The Assistant Director shares fully with the Director the authority and responsibility for the establishment of Regional Office policies and procedures consistent with nation mandates; providing executive leadership and direction for subordinates in the investigation and solution of problems arising in the Regional Office's administration of Veterans benefits programs and services. The AD also delegates authority and responsibility in line with VA policies and procedures to supervisory staff exercising control as circumstances require to facilitate efficient and effective management that ensures benefits/services are provided in a timely, objective manner with respect to speed, accuracy, customer satisfaction, and employee development. Analyzes and evaluates results and accomplishments in each program to identify problem areas, directs remedial measures, and follows up to assure maximum improvements and service at optimum cost. The Assistant Director is responsible for determining Regional Office goals and the development of long and short-range plans to achieve these goals. To accomplish this, determines the resources required, allocates available resources among subordinate units and is responsible for the effective and economical use of these resources. Determines need and develops plans for necessary organizational changes to meet changing requirements placed on the RO. These changes involve organizational structure, subordinate positions and operating budgets. The AD establishes internal policy, determines program emphasis, and establishes procedures for the Regional Office to achieve effective coordination and communications with internal and external customers. Promotion Potential: This position is being announced at the full performance level. Work Schedule: Standard 5 day, 8 hour (0730 to 1600), full time (40 hours a week) schedule; Hours may vary to effectively carry out the mission. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 04/20/2021. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-15 (or higher) and the promotion potential of your current position must be at least GS-15. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience must document experience delivering Veteran's benefits services in a Veterans Administration (VA) business line or a Regional Office/VISN setting which includes ALL of the following: Establishing priorities and determining resource needs to meet program objectives; Directing, coordinating, and approving a full range of personnel management actions and organizational change proposals; Directing comprehensive and complex program reviews; Monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational change proposals; Monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short and long range goals; Such experience may have been gained in Federal or Private sector and must be substantive and relevant. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates/teams and to share responsibility for directing and supervising the administrative work necessary to manage a successful program operation. SUPERVISORY/MANAGERIAL ABILITIES: Candidates must also demonstrate experience or training they possess, or have the potential to develop, the qualities of successful supervision as follows: 1) Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training; 2) Accomplish the quality and quantity of work expected within set limits of cost and time; 3) Plan own work and carry out assignments effectively; 4) Communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work; 5) Understand and further management goals as these affect day-to-day work operations; and 6) Develop improvements in, or design new work methods and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folders, claims files). Additional Information Relocation expenses and services (Permanent Change of Station - PCS): are authorized for this recruitment. PCS is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities.
