Functions/Duties of Position

The federal relations manager reports to the Vice President of Public Affairs. This person serves as the university’s liaison with federal agencies and the U.S. Congress. The Federal Affairs Manager is responsible for building and implementing a federal agenda and for helping OHSU build and maintain strategic relationships with federal agencies and Members of Congress. The Manager must monitor, analyze and lobby on federal legislation which may affect the research, education, health care and community outreach missions. The Manager serves as a key policy advisor to the University for issues such as federal health care, medical education and research. Additionally this staff person will advise the University about regulatory actions of interest and will proactively identify opportunities for OHSU to engage on federal issues. The Manager, while be primarily responsible for federal relations but, will function as part of a government and public affairs team and will implement special projects as assigned by the Vice President Public Affairs. Hours may vary including early mornings, evenings and weekends.

Job Requirements

Required Qualifications:

Bachelor’s degree required and at least 3 years of experience in the congressional and federal agency arenas.

  • Thorough knowledge of legislative and congressional process with emphasis in education, health care, economic development and/or budget and appropriations.

  • Proven track record of success in securing support for employer’s agenda at the congressional, agency or legislative levels.

  • Demonstrated experience in lobbying in a bi-partisan environment preferred.

  • Must have experience working for or with Congress and federal agencies.

  • Deep knowledge of the federal government and federal government processes.

  • Excellent written and verbal communication skills.

  • Must be well-organized, flexible and highly motivated.

  • OHSU is a non-partisan public corporation, and the ideal candidate must have the demonstrated ability to work in a non-partisan manner with a number of different constituencies.
