The Position

The City Budget Office (CBO) is seeking to add a Financial & Policy Analyst (Financial Analyst I) to their team. The City Budget Office manages the City's budgeting processes, monitors bureau budgets and performance data, supports bureau finance managers in achieving common goals, and provides analytical support and recommendations to City Council. Through our analyses and support, the CBO seeks to help build a financially resilient, effective, and equitable City.

We are seeking a highly motivated Financial & Policy Analyst who is eager to apply their skills to the technical and the policy aspects of municipal budgeting. Analysts are involved in all phases of the budget process, from the development of operating and capital budgets to the formulation of policy and program recommendations for the Mayor and Council. Financial & Policy Analysts are assigned a portfolio of bureaus and are responsible for providing the Mayor and Council with thorough yet concise evidence-based analyses of significant City issues. CBO analysts work closely with bureau staff to provide assistance in managing funds and making sound business and financial decisions.

The successful Financial & Policy Analyst possesses strong problem solving, interpersonal, and communication skills as well as a sense of leadership and initiative. The work requires an understanding of budget and finance principles, methods, and techniques; sound policy analysis; and the ability to clearly and concisely communicate evidence-based recommendations to bureau management and elected officials. The work also requires an aptitude for operating with a variety of database and software systems. The Financial & Policy Analyst, under general supervision, is expected to carry out individual responsibilities with initiative and creativity while exercising professional judgment and strong interpersonal and communication skills. The successful candidate will be able to function both independently and as part of a small team.

Work Location

Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify

Applicants must specifically address and demonstrate in their answers to supplemental questions and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:

  • Ability to establish and maintain effective working relationships with internal and external stakeholders such as Bureau/Office managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work.

  • Ability to perform thorough analysis of financial, budgetary, policy, operational, and/or organizational problems; evaluate alternatives; and reach sound, logical, evidence-based conclusions and recommendations.

  • Experience preparing clear, concise, and comprehensive reports, correspondence, and other documents involving technical, budgetary, and financial data in a manner appropriate to the audience.

  • Knowledge & understanding of issues of racial and disability equity and the ability to assess potential equity impacts of policies or programs.

  • Knowledge of principles, practices, and methods of budget development and management.

The Recruitment Process

Health Care (Medical, Vision and Dental)

  • A choice of two medical/vision plans and two dental plans.

  • Coverage is available to benefits-eligible employees, their spouse/domestic partner and eligible dependent children up to age 26.

  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.

  • The part-time employees' cost is pro-rated based on the number of hours in the employee's regular work schedule.

Wellness Benefits

  • We offer many on-site fitness center locations and classes, stretching,

  • discounts to local fitness clubs,

  • smoking cessation benefits,

  • chronic care coaching programs,

  • worksite wellness screenings and flu shots.

Life Insurance

  • Basic life insurance at no cost to full time employees.

  • Levels of coverage are based on bargaining units, employment status and/or annual salaries.

  • Supplemental life insurance - employees may purchase up to $500,000 for themselves

  • up to $300,000 for their spouse or domestic partner.

  • up to $25,000 for dependent children.

  • This coverage is portable upon retirement or separation. There are some limitations on coverage level.

Long Term Disability

  • Depending on your bargaining unit, you may be eligible for Basic Long Term disability coverage which will pay up to 40% of your basic monthly earnings up to $3,333 per month.

  • The benefit is available 60 days from the onset of the approved disability, or exhaustion of sick leave, whichever is later.

  • Preexisting condition limitations do apply.

  • Employees may also purchase an additional 20% (of your basic monthly earnings up to $1,667 per month) coverage.

Short-Term Disability

  • Depending on your bargaining unit, you may be eligible for Basic Short-Term disability coverage which will pay up to 40% of pre-disability earnings for eligible employees

  • The benefit is available after a 14-day waiting period, and can continue for 90 days.

  • Pre-existing condition limitations do apply.

  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.

Employee Assistance Plan

  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.

  • Effective July 1, 2013, the plan provides up to five free visits per year.

Flexible Spending Accounts

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)

  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000.

Retirement

  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)

  • The City currently pays the employee's share of the retirement contribution.

  • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)

  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.

Paid Leave

  • 112 hours of vacation each year initially. This accrual will increase over time.

  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year

  • 10 paid holidays each year

  • Three personal days accrue each year

Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
