Summary

The primary purpose of this position is to support the work of HR Specialists with duties in Personnel Processing and Records Management, Recruitment Placement and Staffing, with a supporting role in Employee Labor Relations. HR Assistant is responsible for performing a wide variety of technical assignments supporting Title 5 and Title 38 employees requiring analysis, research, and specialized techniques. This position provides advice and counsel to employees regarding federal benefits as well.

Responsibilities

The incumbent functions as a Human Resources Assistant in the Human Resources (HR) Management Service, Portland VA Healthcare System (VAPHCS), in Portland, Oregon. The HR Assistant is responsible for:

  • assembling pre-employment information for Title 5 and Title 38 employees;
  • building new employee orientation folders and providing orientation to new employees;
  • attending job and career fairs;
  • responding to walk-in and telephone inquiries in relation to complex issues involving employee benefits;
  • providing counseling to both Title 5 and Title 38 employees on benefits including Federal Employee Group Life Insurance (FEGLI) program; Federal Employee Health Benefits (FEHB) program; Temporary Continuation of Health Benefits, Thrift Savings Plan (TSP), annual and sick leave accrued, creditable service history; within grade increases; employment compensation;
  • routinely work with other departments to resolve complex technical problems regarding pay and benefits;
  • publicizing the FEHB and the FEGLI Open Seasons; and
  • providing the necessary forms for employees ensuring regulatory requirements are met.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2019.

GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extracting and inputting data into specific programs; coordinating incoming data; reviewing documents for omissions/inconsistencies; ensuring data entry is accurate and complete; knowledge of a variety of personnel action items such pay changes, separations and accessions, etc.; researches and identifies problems; determines entitlement to benefits such as life and health insurance; utilizes/interprets a variety of HR regulations, procedures and/or policies; utilizes a variety of HR related programs such as WebHR, Electronic Official Personnel Folder (EOPF), HR Smart, DFAS Remedy, etc.; verifies veteran's documentation for hiring and for processing; completes pre-employment checks such as LEIE and HIPDB; screens applicants for minimum qualifications; posting vacancies; reviews performance appraisals; assists with awards; provides limited advice on employee relations and guidance on discipline, leave without pay (LWOP), etc.

There is no educational substitution for the GS-06 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. There are no adverse physical demands.
