ACS Professional Staffing is looking for a full-time employee to work on-site with our client. TheProgram Support Specialist 2 position will provide support to the Energy Efficiency Programs (PEJC) organization in the Power Services (P) business line. This position will support COR’s, program managers, sector leads, department managers, and others in the day to day operation of Energy Efficiency (EE) programs.This position is located in Portland, Oregon.

  • Assigned Field Inspector for COR (Contracting Officer’s Representative) in support of third-party energy efficiency infrastructure contracts. These contracts may include the following but may change as programs are updated and evolve: Simple Steps, Retail Sales Allocation Tool, Performance Tested Comfort Systems, and commercial sector program implementation services for utilities, Energy Smart Reserved Power, and Federal Partnership construction activities).

  • Field Inspector duties include:

  • Prepare communications between the COR and contracted vendors.

  • Review and examine invoices to provide recommendations on continuity with stated contract deliverables, quality checking of pricing schedules and other various contract terms and conditions.

  • Serve as POC (point of contact) for external parties and stakeholders including:

  • Contractors, trade organizations, distributors, andmanufacturers of weatherization and ductless heat pump (DHP) products including insulation, windows, storm windows and DHPs.

  • Draft responses on policy and the Implementation Manual for the Program Manager.

  • Recommend methods to increase utilization of weatherization and DHP offerings such as market analysis, development of new approaches, and simplified implementation strategies.

  • Assist utility customers in the implementationof weatherization and DHP programs by providing technical guidance and troubleshooting based on program documentation and technical specifications

  • Attend, track, and report on national and regional Energy Efficiency groups to keep informed and actively engaged within the industry.

  • Process inquiries from interested parties regarding possible inclusion on qualified products lists.

  • Draft content for weatherization and DHP web presence and other printed program collaterals intended to support collaboration and coordination between customer utilities and partners.

  • Monitor measure development, regional offerings and energy savings for assigned technologies.

  • Assist utility customers and participants by phone and email with the implementationof program requirements.

  • Coordinate activities between IT representatives and assigned Information Owners in support of official electronic systems and related business processes.

  • Monitor assigned IT systems forintended functionality, note and prioritize defects for maintenance, capture and propose future enhancements.

  • Identify opportunities for program enhancements and capture opportunities/corrections in the SharePoint IRL (issue resolution log).

  • Maintain IRL data including staff assignments, milestone progress, and close-out.

  • Support the IM (Implementation Manual) revision and production process including drafting measure descriptions, the basisof savings, payment levels, and documentation requirements.

  • Assist program managers with maintaining measure reference number lists for each technology portfolio.

  • Gather and maintain information pertaining to custom projects, enter into CPTL, generate reports, analyze leading and lagging progress indicators, provide reports to program managers and others.

  • Coordinate a wide range of implementation activities, between program managers, utility customers, and third-party implementation contractors.

  • Contribute to program fact sheets, marketing materials, and other program support collaterals.

  • Monitor web presence for assigned programs and supply updated content to marketing personnel.

  • Conduct primary and secondary research as directed and report findings to requesting party.

  • Draft communications to trade allies, contractors, utilities, and internal staff for inclusion in newsletters, brown bags, webinars and other channels.

  • Produce dashboard reports for monthly EE Business Operations Overview Meetings including graphical and numerical information utilizing PowerPoint or other presentation software tools.

  • Provide event coordination and other assistance for in-person, telephone, and web-based events including utility program user group calls, web-based Brown Bag sessions, trade ally network training, utility roundtables, and the annual Efficiency Exchange.

  • Coordination of communication activities between NEEA (Northwest Energy Efficiency Alliance), regional utilities, client agencies, program participants, and other critical stakeholders.


  • Associate’s or a Bachelor’s degree in Energy Management, Facility Operations, Building Systems, Construction Technology, Engineering, Business Administration, Management, Accounting, Computer Science or a closely- related technical discipline to Energy Efficiency is highly desirable.

  • 9 - 11 years direct work experience in energy/resource efficiency program operations including energy/environmental consulting, residential/commercial construction and business/industrial technology is required.

  • 5 - 7 years experience is required with a Bachelor’s degree in an appropriatediscipline

  • 7 - 9 years experience is required with an Associates degree.

  • Experience implementing weatherization programs is highly preferred including:

  • 2+ years designing, implementing and maintaining weatherization programs

  • Relationships with contractors and trade groups for weatherization and DHPs

  • Technical understanding of energy saving devices

  • Experience with the Regional Technical Forum (RTF) and implementing programs with RTF data

  • New ideas for program preservation in face of declining savings

  • Experience in diverse methods reaching underserved markets

  • Valid U.S. Driver’s License is required.
