The Position

The City of Portland is seeking a Project Delivery and Performance Analyst to join the Portland Bureau of Transportation!

About the position: The Project Delivery and Performance Analyst will work with the Project Delivery & Technical Support Division of Maintenance Operations. This position will be responsible for the planning, coordination, and analysis required to ensure Maintenance Operations successfully delivers all City and bureau programs.

Duties include:

  • Work with City bureaus and all levels of PBOT facilitating coordination and ensuring cohesive management and delivery of PBOT Maintenance Operations programs and functions.

  • Evaluate all Maintenance Operations divisions, optimize resource allocation, mitigate program risks, provide transparency, facilitate continuous improvement processes and increase the effectiveness and efficiency of Maintenance Operations.

  • Create and implement performance management systems to streamline operations, increase accountability, and ensure equitable and excellent service delivery.

  • Develop clear and collaborative lines of communication with other PBOT departments and City bureaus.

  • Conduct studies, program evaluation, and financial analysis to provide evidence-based, data-driven recommendations and implement performance management systems.

  • Recommend policies and establish/update methods and procedures in conjunction with MO division staff.

An ideal candidate will have strong communication and collaboration experience, extensive data analysis experience and a proven ability to produce process efficiencies and increase productivity and accountability in a maintenance operations environment. They will have experience managing large complex problems involving multiple agencies/departments. Although not required, five years of progressively responsible program and performance management experience is desired.

About the division: The Project Delivery and Technical Support Division is responsible for integrated project delivery of all intra-bureau, intra-group, and inter-agency projects delivered by Maintenance Operations. The Division provides project intake, coordination, quality control, engineering support, and project mapping and reporting. The Project Division also leads integrated information technology solutions, strategic performance management initiatives, and all traffic signs and marking activities for Maintenance Operations.

This position is an essential employee and a member of the bureau's 24-hour response team and may require after-hour, evening, weekend, or holiday emergency response.

Work Location

Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify

The following minimum qualifications are required for this position:

  • Experience creating and implementing a performance management system to ensure the effective delivery of strategic and operational goals.

  • Experience developing and implementing key performance indicators and metrics; proven ability to apply data analysis to increase productivity, and ensure equitable service delivery, product excellence, and continuous process improvement.

  • Ability to identify and resolve project delivery conflicts regarding scheduling, budgets, IT systems, and process redundancies.

  • Experience leading industry-wide best practice research and the design and implementation of business process modernization initiatives.

  • Ability to evaluate IT system needs and data management functions to improve data collection processes that result in better data-driven decision-making enterprise-wide.

  • Experience utilizing strong communication verbally and in writing to a diverse audience; ability to collaborate and influence outside of the chain of command.

The preferred qualifications for this position is:

  • Experience with Maximo or a similar Computerized Maintenance Management System (CMMS)

  • Experience with Tableau or other statistical software

  • Bachelors or Masters in Business Administration, Economics, Statistics, Applied Mathematics or related field

Health Care (Medical, Vision and Dental)

  • A choice of two medical/vision plans and two dental plans.

  • Coverage is available to benefits-eligible employees, their spouse/domestic partner and eligible dependent children up to age 26.

  • For full time employees, the City pays 95% of the cost of coverage, you pay 5%.

  • The part-time employees' cost is pro-rated based on the number of hours in the employee's regular work schedule.

Life Insurance

  • up to $25,000 for dependent children.

  • This coverage is portable upon retirement or separation. There are some limitations on coverage level.

Long Term Disability

  • Depending on your bargaining unit, you may be eligible for Basic Long Term disability coverage which will pay up to 40% of your basic monthly earnings up to $3,333 per month.

  • The benefit is available 60 days from the onset of the approved disability, or exhaustion of sick leave, whichever is later.

  • Preexisting condition limitations do apply.

  • Employees may also purchase an additional 20% (of your basic monthly earnings up to $1,667 per month) coverage.

Short-Term Disability

  • Depending on your bargaining unit, you may be eligible for Basic Short-Term disability coverage which will pay up to 40% of pre-disability earnings for eligible employees

  • The benefit is available after a 14-day waiting period, and can continue for 90 days.

  • Pre-existing condition limitations do apply.

  • Employees may also purchase an additional 20% benefit (of your basic monthly earnings up to $1,667 per month) coverage.

Employee Assistance Plan

  • Employee Assistance Plan (EAP) provides confidential counseling services for employees and eligible dependents.

  • Effective July 1, 2013, the plan provides up to five free visits per year.

Flexible Spending Accounts

  • Medical Expense Reimbursement Plan (MERP) allows you to make pre-tax contributions to your account to pay for eligible medical/dental/vision expenses which are not paid by your health insurance (deductibles, co-pays, etc.)

  • Dependent Care Account Program (DCAP) allows you to pay for your eligible dependent care expenses with pre-tax dollars. The maximum allowable you may contribute to this plan is $5,000.

Retirement

  • Membership in the Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP)

  • The City currently pays the employee's share of the retirement contribution.

  • Employees who are OPSRP members are vested after five years of contributions or when they reach age 65 (age 60 for police and fire.)

  • Option to contribute a portion of your earnings on a pre-tax basis to the City's Deferred Compensation Program.

Paid Leave

  • 112 hours of vacation each year initially. This accrual will increase over time.

  • Sick leave typically accrues up to a maximim rate of 40 hours per calendar year

  • 10 paid holidays each year

  • Three personal days accrue each year

Family Medical Leave

In accordance with federal and state law, and the City policy for family medical leave, the City grants family and medical leave to eligible employees for certain family and medical related reasons.
