THE ROLE

The Regional Director aims to advance health care ethics theory and practice through education, consultation, and scholarship. This may occur by directing educational programming and resources. This may also happen through consultative services for care delivery across the continuum, organizational decision-making, integrated care networks and health plans, and other lines of business in the Oregon Region. The Regional Director aspires to ensure that clinical and organizational decisions are congruent with sound ethical thinking and consistent with the theological and ethical principles of the Catholic Church. Hence, the Regional Director also aims to ensure such practices and decisions respect human dignity and promote social justice.

This position serves as a resource and consultant primarily within the Oregon Region and collaborates in the work of the Theology and Ethics department and with the Vice President on matters related to health care ethics as they pertain to patient care, population health and community health management, professional education, policy formation (development and revision), and organizational decisions. In serving as a resource, the Regional Director provides and makes possible education for caregivers and core leaders, students and residents, licensed practitioners, and the community at large regarding ethical issues as they impact the delivery of health care in the contemporary environment. A key strategic focus of the educational efforts is not only the imparting of ethics-related knowledge but, as importantly, the development in others of the ethical components of their professions' competencies, including the ability to identify and process ethical issues correlative to their roles. The Regional Director helps guide Providence as a leader in health care ethics.

MAJOR CHALLENGES:

To continue to deal with the following issues:

  • Issues at the beginning and end of life.

  • Issues arising with new genetic technology and biotechnology.

  • Issues relating to the transition of managed care.

  • Issues relating to the intersections of population health, community health, and patient health.

  • Roles of religious beliefs and cultural norms in ethical decision-making.

  • Advance care planning in health care.

  • Defining boundaries of morally acceptable behavior.

  • Issues relating to institutional efforts to achieve the triple aim of reducing health care costs, improving population health, and maximizing the quality of care and patient experience across the continuum of care.

  • Justice in health care delivery, integrated networks, and insurance.

  • Responsible research and advancement of the biomedical sciences and health professions.

  • Issues deriving from discrimination including racism, ableism, ageism, and sexism among other morally problematic phenomena.

Patient Population Served: Patient care settings across the care continuum as a clinical consultant and instructor

ESSENTIAL FUNCTIONS

The Regional Director Center for Health Care Ethics will:

  • Provide for ethics consultation on specific cases as requested by staff, physicians, patients, family members, or others who are directly involved in the care of the patient. Provide input about whether treatment or action is within the range of ethically acceptable alternatives, or to at least assist to identify issues or decision points. This may be done directly by the Regional Director or by prepared staff under the supervision of this position.

  • Provide and facilitate appropriate educational and developmental learning in areas of clinical ethical decision-making, population and community health management, and organizational ethics to various groups throughout the Oregon Region. Serve on relevant educational committees and participates in events for a variety of constituents, including patients, families, professionals, and the public.

  • Direct strategic development of services and programming under the auspices of the Center to meet organizational needs, which may include collaboration and management of training programming in ethics.

  • Manage staff in pursuit of their professional development goals and departmental goals.

  • Help to grow budget and funding opportunities and sources to sustain Center activities.

  • Design and implement multidisciplinary and discipline-specific ethics curricula in for professional-in-training programs (e.g., medical residencies), clinical and ancillary staff, core leaders, and others.

  • Ensure educational opportunities related to ethics and the medical humanities strategically meet organizational needs for professional development and competencies.

  • Provide research and educational material to senior management, chairs of ethics committees, and professional staff leadership in the areas of ethical deliberation and concern.

  • Engage in scholarly research in areas of health care ethics.

  • Actively participate in appropriate community, national, and international professional organizations and networks in areas of ethics.

  • Facilitate the development, implementation, and evaluation of policies and procedures guiding the organization in ethical decision-making and discernment.

  • Ensure the Center is available to support ethics-related activities, including ethics committees, at local ministries or service areas; recognizes that the Center and its staff is not accountable for local ethics committees and ethics consultations not performed by its staff.

  • Manage the Regional Ethics Committee in collaboration with the Chief Executive for the Oregon Region.

  • Within the matrixed relationship with the Vice President, collaborates in the work of the Theology and Ethics department.

  • In collaboration with Mission Integration and the Theology & Ethics department, create and sustain positive collaborative relationships with diocesan representatives, other health system ethicists or ethics personnel, as well as ethics-related institutions in the state and across the nation.

  • Serve on various committees at the local, regional, and system-wide levels as requested.

  • Support patients and providers when facing difficult decisions about medical treatment and care planning.

  • Act as a champion for the ill, elderly, marginalized, and poor in providing compassionate care to lessen the suffering of such persons and promoting organizational and social structures that enhance the ability of such persons to participate more fully in the common good.

  • Work to promote more equity in foundation support region-wide for ethics activities.

  • Demonstrate behavior that is consistent with living out Gospel values as it relates to the Mission and Core Values of Providence Health & Services, and the rich moral and social justice tradition of the Catholic Church.

Qualifications:

Required experience/education for this position include:

  • Ph.D. in Moral Theology or related theological discipline with an expertise in health care ethics; or equivalent education/experience.

  • Coursework/Training in ongoing formal study in health care ethics.

  • 5 years of Experience with the applications, teachings, principles, and traditions of the Catholic Church.

  • 5 years of evident success in possessing a distinguished record as a teaching scholar with expertise in ethics, as a mentor and colleague with a clear commitment to enhancing the distinctive mission and quality.

  • 10 or more years of clinical experience as an ethicist in a health care or related organization, including academic institutions.

  • 8 years of leadership experience.

  • Thorough knowledge and understanding of the applications, teachings, principles, and traditions of the Catholic Church, and fulfills job responsibilities consistent with Catholic moral and social teaching and tradition and the Ethical and Religious Directives for Catholic Health Care Services.

  • Understanding of the principles and practice of adult learning.

  • Theoretical and practical understanding rooted in theology of the mission and values of Providence Health & Services, and of the health care ministry of the Church and teachings of the Catholic Church and other denominations. Personal and professional life will reflect these values.

  • Understanding of the theory and the ability to practice adult learning, with the ability to plan, implement, and evaluate educational programs.

  • Demonstrated advanced skills in group communications and group/team processes, including skills of facilitation, negotiation, conflict mediation, etc.

  • Demonstrated excellent skills in both verbal and written communication.

  • Demonstrated confidence and effectiveness in public speaking and group presentations.

  • Demonstrated organizational skills, including the ability to work as a team member and to interact creatively with others, and the ability to cross all organizational boundaries and establish relationships with all publics both internal and external.

  • Understanding of health care ethics and ethical decision-making processes; and the ability to facilitate reflection, values clarification, and decision-making in light of the chrism of the Sponsors of Providence Ministries, Providence Health & Services, and the Catholic tradition.

  • Demonstrated understanding of the Roman Catholic moral and social tradition as articulated in such documents as the Ethical and Religious Directives for Catholic Health Care Services.

  • Demonstrated reverence for diversity in all interactions.

  • Ability to advance the academic quality and educational mission of Providence Health & Services with a specific focus on ethics.

  • Ability to integrate creative scholarship with teaching and other areas of learning, in collaboration with others to incorporate the intellectual foundations and realistic questions on social justice and ethics, in teaching, learning, scholarship, and practice.

Preferred experience/education for this position include:

  • Two years of fellowship training in clinical ethics by an established, well-organized program.

  • Healthcare Ethics Consultant – Certified (HEC-C) designation from the American Society for Bioethics and Humanities (ASBH); or who demonstrate the professional competencies to perform the professional duties in a portfolio of professional work.
