Your Role With Us:

Are you a perinatal clinical nurse specialist (CNS) among an elite group holding experience with women’s health/gender specific patients (obstetrics), neonatal intensive care and/or pediatric CNSs? If so, this is the position for you!

Clinical Nurse Specialists (CNSs) are licensed registered professional nurses with graduate preparation (earned master’s or doctorate) from a program that prepares CNSs. They may be prepared in a post-master’s certificate program that is recognized by a national nursing accrediting body as preparing graduates to practice as a CNS for a specialty population. CNSs are clinical experts in the diagnosis and treatment of illness, and the delivery of evidence-based nursing interventions (ANA, 2004). Additionally, CNSs are experts in executing delegated medical regimens associated with the diagnosis and treatment of disease for a specialty population. CNSs possess advanced knowledge of the science of nursing with a specialty focus and apply that knowledge to nursing assessments, diagnoses, and interventions, and the design of innovations. CNSs function independently to provide theory and evidence-based care to patients/clients in their attainment of health goals. CNSs work with other nurses to advance their nursing practices and improve outcomes, and provide clinical expertise to effect system-wide changes to improve programs of care. CNSs specialize in a delimited area of practice with evidence-based competencies associated with that specialty. Specialty areas are evolving as the science evolves. Typically, the specialty can be identified in terms of: a) a population; b) type of problem; c) setting; d) type of care and e) disease/pathology/medical.

Core Functions:

Patient/ Client Sphere

  • Conducts comprehensive, holistic wellness and illness assessments as needed, including elements of context (disease, culture and age-related) using known or innovative evidence-based techniques, tools, and methods; synthesizes assessment data & draws conclusion about individual/aggregate patient problems with etiologies amenable to nursing interventions.

  • Assists in providing care for difficult and complex patient care problems.

  • Awareness of technology, protocols and procedures important to care for patients within the specialty. Collaborates with providers and team members to develop and implement an interdisciplinary plan of care for select patients.

  • Integrates evidence-based nursing interventions into comprehensive plan of care to enhance patient outcomes. Evaluates effect of interventions for individuals and populations of patients for clinical effectiveness, efficiency, cost-effectiveness, consumer satisfaction and ethical considerations.

  • Identifies researchable patient problems/needs for clinical inquiry projects to describe clinical profiles, including etiologies of problems, needs for interventions, outcomes of current practice and costs.

  • When designing new programs, identifies, collects, and analyzes population-specific data as the basis for demonstrating CNS impact on program outcomes.

Nursing Personnel Sphere

  • Sets standards for nursing practice based on professional specialty organizations and best available evidence to achieve nurse-sensitive outcomes.

  • Acts as clinical resource to staff nurses, assuring compliance with patient care standards and standards of research-based practice. Responsible to promote and support conducting quality improvement and research projects.

  • Assists staff in critiquing and appropriately applying nursing research and related research to nursing practice, while incorporating clinical, fiscal and resource management considerations.

  • Consults with staff in identifying learning and development needs; offers guidance in the form of instruction, resources and mentoring as appropriate.

  • Assesses patterns of outcomes related to nursing practice by assessing knowledge and skill of nursing personnel.

Organization/ Network Sphere

  • Consults on issues related to clinical specialty within depts. throughout hospital.

  • Designs system assessments to identify organization structures, functions and system variables that impact nursing practice and nurse-sensitive outcomes.

  • Leads nursing and multidisciplinary groups in developing and implementing innovative solutions/programs for patient care issues.

  • Contributes to the development of multidisciplinary standards of practice and evidence-based guidelines; collaborates with colleagues from other disciplines to seek support for change as related to clinical practice.

  • Implements methods and processes to sustain evidence-based changes in nursing practice, programs of care, and clinical innovation.

  • Disseminates outcomes of system-wide changes to stakeholders, including impact on nursing practice outcomes.

  • Evaluates effectiveness of nursing practices, multidisciplinary relationships and organizational policies in meeting and sustaining identified outcomes of care.

Background/ Expertise:

Preference will be given to those who will:

  • Serve as a clinical expert and resource to nursing staff and healthcare personnel in the Women’s and Children’s Services Division;

  • Provide consultation to physicians, nurses and other healthcare providers;

  • Ensure compliance with patient standards of care and standards of evidence based practice;

  • Identify deficiencies in current standards, policies and procedures based on most current evidence;

  • Develop and deliver training programs to nursing and healthcare personnel at Salem Health;

  • Utilize research and data analysis to create and optimize processes, programs and clinical outcomes;

  • Those whose 4 years of nursing experience including 3 years in a perinatal/obstetric setting and

  • NCC, C-EFM and C-ONQS certifications preferred

  • Board certification in advanced practice role preferred

Further preference for those who have:

  • Excellent verbal and written communication skills and computer skills;

  • Experience in translation of evidence into practice quality improvement; and

  • Knowledge of nursing theory, evidence-based practice and research.

Qualifications:

  • Minimum Master’s degree in Nursing with clinical specialty required –OR- will consider internal candidates (current Salem Health employees) who are currently enrolled in a qualified program.

  • Doctor of Nursing Practice (DNP) or PhD in Nursing preferred.

  • Minimum of four (4) years of clinical experience required. Minimum of one (1) year of acute care RN Staff Nurse experience required.

  • Currently unencumbered licensed to practice nursing as a Registered Nurse in the State of Oregon, or have the ability to obtain licensure prior to date of hire.

  • Must be able to meet qualifications for recognition as a Clinical Nurse Specialist in Oregon by the Oregon State Board of Nursing (OSBN).

  • National certification in nursing specialty and as a Clinical Nurse Specialist desirable.

  • BLS from the AHA required.

  • NCC, C-EFM and C-ONQS certifications are preferred.
