Dynamis, Inc Exercise Planner in Salem, Oregon

Dynamis is seeking Emergency Preparedness Exercise Planners to support the Federal Emergency Management Agency?s (FEMA) National Exercise Division (NED) with National Level Exercise 2022 (NLE22) planning efforts at state Emergency Management Offices in Idaho, Oregon, and Washington. Work will be performed virtually (remotely) November 2, 2020 through January 31, 2021 followed by fulltime engagement onsite at Boise, ID, Salem, OR, and Camp Murray, WA starting February 1, 2021. Contractors will be embedded with the FEMA Integration Team (FIT) teams and report through the FEMA Region 10 Regional Exercise Office (REO).

During the remote/virtual engagement period (November 2020-January 2021), the intent is for the Exercise Planners to learn the culture of the Region and the states and begin to understand the scope of the exercises in preparation for the in-person engagements. During this time, Exercise Planners may be requested to support additional Region 10 or other State, Local, Tribal, and Territorial (SLTT) exercises. Once the in-person/on-site work begins in February 2021, the Exercise Planner may be requested to support additional exercises in consultation with FEMA Region 10 and NLE Program Management teams.

Responsibilities

  • Possess exercise experience ? especially with developing Master Scenario Events Lists (MSELs) and creating injects ? and ability to build collaborative relationships with stakeholders at the city, county, state, and tribal level

  • Possess an understanding of and experience with emergency management

  • Work with state and FEMA Region 10 personnel at the state Emergency Management Offices to support NLE22 planning efforts

  • Provide expertise in emergency management and preparedness exercise planning, conduct, and evaluation

  • Provide exercise technical assistance to the assigned state

  • Analyze emergency management stakeholder requirements and support to lead the design, development, conduct, and evaluation of state participation in NLE22exercise

  • Support MSEL/inject creation at the city, county, state, and tribal levels

  • Coordinate and maintain relationships between local, state, and regional stakeholders with the core NLE22 project team at FEMA NED HQ

  • Ensure the quality of deliverables and products

  • Support the project manager with ongoing NLE22 activities, identifying and proposing a resolution for project risks and providing recommendations to state planners for successful NLE22 participation

Requirements

  • U.S. citizenship

  • Ability to obtain FEMA suitability clearance

  • Bachelor?s degree (Master?s degree preferred)

  • 6-8 years of professional experience, with 4 years of experience in emergency management

  • Experience designing, developing, conducting, and evaluating exercises using the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, with emphasis on MSEL and inject development to support stakeholder exercise objectives

  • Experience leading projects and small teams
