The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Central Services Division (CSD). CSD is responsible for providing accounting, budgeting, collections, procurement, facilities management, information technology, human resources, and research services to the department.

These are management service positions and are not represented by a union.

Duties & Responsibilities

The successful candidate will serve as Senior Human Resource Analysts to assist managers and employees with a broad spectrum of human resources management and personnel administration services (HR Services). Duties include advising, coaching, guiding and assisting managers and employees with Federal and State personnel laws and policies, collective bargaining agreements, employee relations, classification and compensation, employee benefits administration, employee leaves, recruitment & selection, affirmative action, safety, training, and other HR management related issues.

Qualifications, Required & Requested Skills


  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, or Industrial Relations; and three years of Human Resource professional-level experience related to the position;


  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;


  • Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.

NOTE: A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
