Essential Functions/Major Responsibilities: 'Develops and administers applicable human resources plans and procedures for all company personnel 'Plans, organizes, and controls all activities of the department; participates in developing department goals, objectives, and systems 'Performs recruitment and hiring activities; job postings, application screening, interviewing, pre-employment testing, reference checking, etc. 'Ensures compliance with all employment laws and regulations 'Implements and updates compensation program; rewrites job descriptions as necessary, with division manager input; conducts salary surveys; analyzes compensation and makes recommendations on pay changes for organization; keeps apprised of all federal, state, and local compensation laws and regulations to ensure company compliance 'Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; interprets and trains employees on applicable policies and procedures Human Resource Manager, Garten Services Page 2 'Performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness, negotiates new benefits contracts; and ensures compliance with benefits regulations 'Administers organization retirement plan; and coordinates annual audit of same ' Develops and maintains affirmative action program; files required annual reports; maintains other records, reports, and logs to conform to EEO regulations ' Manages workers compensation program, analyzes claims loss and costs, and makes recommendations for changes as necessary; manages Return to Work Program ' Performs unemployment claims management 'Analyzes and ensures Garten meets compliance with relevant laws and regulations 'Provides technical assistance and consultation to managers/supervisors regarding personnel issues, benefits, and safety issues 'Establishes and maintains all personnel records for organization 'Manages Safety Program for company; ensures compliance with rules and regulations 'Assists division director in developing and coordinating work flows and processes that provide integrated employment opportunities for people with disabilities 'Provides training, mentoring, coaching, and facilitation as needed 'Assists business managers with job analysis to ensure safety standards are met in the placement process
