Program Implementation Specialist – Planner 3

Transportation Development Division – Active Transportation Section

Salem

ODOT's Active Transportation Section has an exciting opportunity for a program implementation specialist to lead statewide transportation tourism activities and implement mode and topic programs within the unit. Mode and topics include biking and walking, transportation options, and sustainability programs. This position is responsible for transportation tourism activities within the agency, including management of the Oregon Scenic Byways program. In this role, you will designate scenic byways throughout the state, support the development of corridor management plans, chair the Oregon Scenic Byway Advisory Committee, and determine policy and best practice modifications. This position is the liaison between ODOT regions and local governments, visitor associations, and the tourism industry on transportation tourism issues. Duties & Responsibilities

  • Support program managers in implementing sustainability, biking and walking, and transportation options programs.

  • Act as program manager for transportation tourism activities, including management of the Oregon Scenic Byways program.

  • Work with proponents on potential designations of Scenic Byways and management of existing routes.

  • Assess potential and existing Scenic Byways.

  • Chair the Oregon Scenic Byways Advisory Committee.

  • Recommend Scenic Byways to the Oregon Tourism Commission and the Oregon Transportation Commission.

  • Manage and coordinate statewide transportation tourism policy issues.

  • Manage relationships with tourism advocacy organizations and address advocacy and stakeholder concerns.

  • Develop and lead projects and planning efforts to implement tourism elements of the Oregon Transportation Plan.

  • Develop scopes and Requests for Proposals (RFPs) and manage contracts for consultant work.

Qualifications, Required & Requested Skills

Minimum Qualifications:

A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field.

AND

Three (3) years of progressively responsible planning experience related to the job.

Note: A master's degree in regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.

OR

Six (6) years of planning experience related to the job.

NOTE: Course work in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field can substitute for up to two (2) year of the progressively responsible experience. A copy of your transcripts must be attached to your application to receive credit.

Special Qualifications:

Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Will need to walk and climb over rough, mountainous, and sometimes swampy terrain.

  • Will be required to give presentations, some to unreceptive audiences.
