These employment opportunities are with Self Sufficiency Programs, which is part of the Oregon Department of Human Services. These position are permanent, full time, located in St Helens (500 N Hwy 30, Suite 210) and are represented by a union.

Duties & Responsibilities

Determination of Initial Eligibility

Determines initial eligibility for TANF, Domestic Violence services, SNAP, Medical and Employment Related Day Care applicants and/or customers by:

Interview applicants in person, by phone, or in applicant's home to gather information needed to assess and determine if there is a need for services and benefits.

  • Explain the programs, policies and procedures.

  • Utilizing and reviewing all applicable forms.

  • In-depth interviewing by comparing information on forms to statements given by the customers.

  • Verifying eligibility factors by pursuit of documents and statements from collateral sources.

  • Analyzing all information obtained and applies policies and guidelines to determine eligibility.

  • Notify family of needed documents.

  • Make decisions to approve or deny the case based on all of the above.

  • Complete all necessary documents and enter information accurately on the State of Oregon computer system this also includes narration summary of interview, citing collateral sources and reasons for case actions.

  • Assist clients in self-sufficiency goal setting.

  • Complete initial case plan with mandatory TANF.

  • Transfer initial case plan to Human Service Case Manager.

Carry and Maintain an On-going Caseload

This position works with an on-going banked case load of customers needing to obtain/maintain employment which may consist of the following duties:

  • Completing predetermination of eligibility forms for all programs when appropriate.

  • Complete field visits and home intakes within established guidelines; when it is needed.

  • Working with other agencies, medical providers, and other community resources to provide benefits and services to customers.

  • Follow up on significant changes that affect an increase or decrease in money payments.

  • Exploring other possible benefits such as SSI, VA, Child Support, Tribal, etc.

  • Exploring and writing up overpayment information with necessary fraud referral made to the investigator.

  • Make sure all data related to the case is on the computer and current.

  • Prepare and submit ongoing reports on families and individuals to be worked and corrected as directed from management / leadership team in a timely manner.

  • Provide assistance to families in obtaining Child Support through interview, collection of child support information for case, and referral of Support Enforcement Division.

  • Provide benefit transfer services in out-stationed settings such as schools and community-based organizations, if assigned.

  • Respond to and act on correspondence, phone calls, office visits and request for information in a courteous and respectful manner within the time frames specified by branch procedures and state policy.

WORKING CONDITIONS

The employee's work is conducted in offices, customers' homes and other program sites. Work can require travel, including overnight. Employee has contact with a range of people including some exhibiting anger and frustration. Customers could be drug or alcohol affected and/or in need of treatment. The employee will be exposed to a range of emotionally charged issues and will need to respond professionally, confronting when necessary.

The work schedule for this position will be determined by business need. Also based on business need, this position may be relocated to other offices or to out stationed sites within the district. Office environment with heating, ventilation and air conditioning. Limited physical exertion. May require sitting at a terminal or telephone for prolonged periods of the work day.

Qualifications, Required & Requested Skills

MINIMUM QUALIFICATIONS

Two years of experience determining eligibility for an agency program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation.

Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).

REQUESTED SKILLS

  • Experience working in a social/human services setting interviewing customers in person and over the phone to obtain information and determine eligibility

  • Experience accurately using basic mathematics in a work environment

  • Experience creating and maintaining written documentation of the activities concerning individual client cases

  • Experience communicating decisions, rules, regulations, policies, and procedures to clients or customers verbally and in writing

  • Experience prioritizing and daily processing a high volume to paperwork on a daily basis

  • Experience reviewing documents as well as your work and the work of others for accuracy

  • Experience using a computer/computer terminal to enter/retrieve data

  • Experience prioritizing workload in order to meet service delivery time frames and provide excellent customer service
