Nestled in the Columbia River Gorge which lines the border of Washington and Oregon, The Dalles is located in close proximity to Mt. Hood, Hood River and the other towns that comprise Wasco County. The Gorge has many attributes and is a popular destination for outdoor activities such as skiing, fishing, hiking and watersports. Due to the atmospheric pressure differences, the area is a great spot for kiteboarding and windsurfing. The Gorge also offers a high concentration of waterfalls, many of which are along the Historic Columbia River Highway, including Multnomah Falls, which is 611 feet high.
As the Assistant Project Manager (APM) this position is to assist the Project Manager (PM) in leading The Dalles Field Construction Engineering Office and directing teh activities of eight employees in the administration of complex construction projects to verify that contractor work is compliant with plans and specifications; analyze and solve problems; and negotiate agreements for solutions with contractor. The APM will lead construction crew personnel doing inspection, surveying, design, quality and quantity compliance, project documentation, and related work.

Under-fill: The goal of this recruitment is to fill this position at a Professional Engineer 1 level. However, we encourage candidates who meet the minimum qualifications for an Associate in Engineering 2 ($4,272 - $6,309 monthly) to apply, as we may consider under-filling the position until the selected candidate acquires a professional engineer's license. Under-filling will not exceed six (6) months.

Duties & Responsibilities
Ensure appropriate record-keeping systems are maintained during the entirety of each assigned project.
Initiate, review, submit, and implement contract change orders and extra work orders.
Ensure compliance of contractor work with contract documents including the plans and specifications through inspection, surveying, and ordering of materials sampling and testing.
Recommend acceptance or rejection of contract work per established standards and contract documents.
Adjust crew assignments as required to meet the contractor schedule.
Establish and maintain relationships with other public agencies and contractors and their representatives on assigned projects through in-person, telephone and written correspondence.
Provide general oversight to ensure contractor and Disadvantaged Business Enterprise (DBE) subcontractors meet contract requirements.
Prepare a variety of daily, weekly, and monthly reports including weekly and monthly progress reports and monthly progress estimates for payments to contractors.
Prepare construction engineering budgets and personnel projections for approval.
Direct various office functions such as checking, preparing, and maintaining construction expenditures, field reports, cost estimates, and statistical studies.
Participate on project development teams as a Construction representative for various projects.
Lead project development activities such as project reviews and comments on project plans, specifications and estimates.
Prepare draft price agreements, extra work orders, state force orders, and price adjustments for project manager approval.
Support the project manager in the workforce planning and management, recruitment, retention, and training of the crew.
Qualifications, Required & Requested Skills
Professional Engineer 1 Minimum Qualifications:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
Associate in Engineering 2 Minimum Qualifications (Under-Fill Option):
Completion of and passing score on the Fundamentals of Engineering (FE) exam and one year of experience applying professional engineering theory, principles and methods.
Associate in Engineering 2 Under-Fill Special Qualifications:
To be eligible for the Associate in Engineering 2 under-fill option, a candidate must have his/her valid professional engineer's license in hand (the ability to stamp) within six (6) months of hire. As the PE exam is offered twice a year, in most cases, this will mean applicants must have already met all PE licensing requirements (e.g. completed required education and training, passed the FE and PE exams, etc.) and submitted their complete PE license application to the PE licensing body.
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Extensive experience in construction engineering and construction project management.
Excellent verbal and written communication skills and the demonstrated ability to collaborate with subordinates, peers, supervisors, and internal and external stakeholders.
Significant experience in roadway project engineering on public infrastructure projects.
Highly skilled at maintaining composure in high pressure and/or emotionally charged situations.
Strong computer skills using Microsoft Office Suite programs (Word, Excel, Outlook, Access, PowerPoint, Visio, etc.) and other office related computer software.
Work is performed in both an office and field environment.
This position requires long working hours on a flexible schedule and occasionally being on call 24 hours/day, 7 days/week – including holidays.
This position works with contractors and the public, who may be confrontational at times.
Field work involves exposure to hazards of traffic and construction equipment on a weekly basis and this position may be exposed to hazardous chemicals and radioactive sources.
May be required to walk or climb on rough terrain and stoop or bend around structures or equipment.
Must work in inclement weather including storms, snow, ice, and rain.
Driving state vehicles on a daily/weekly basis is required.
Frequent travel to job sites within the area is required with occasional overnight travel.
