The Residential Rehabilitation Treatment Program (RRTP) - Outpatient Homeless Liaison Coordinator is a Licensed Mental Health Professional Counselor (LMHPC) whose primary responsibility is to ensure efficient continuity of care for Veterans seeking services in RRTP and Outpatient Homeless Programs.

Responsibilities

The duties of this position include but are not limited to:

  • Collaborate with all RRTP Programs, Homeless Programs and associated staff
  • Provide support and training regarding Veteran discharge and permanent housing plans to RRTP treatment staff.
  • Provide support and education to outpatient homeless program staff regarding RRTP requirements and treatment environment for Veterans seeking RRTP level of care.
  • Participate in regular occurring community coordinated entry (CE) meetings.
  • Ensure that HOMES assessment and VI-SPDAT assessments are completed for all homeless Veterans
  • Track DCHV measures and communicate with appropriate stakeholders.
  • Must be a skilled communicator capable of developing effective partnerships with local, state and federal agencies as well as non-governmental organizations.
  • Administratively responsible for daily operations of the liaison program.
  • Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use.
  • Manages and controls the use of data related to these programs regarding day to day functioning and program evaluation.
  • Plans, organizes and directs administrative, operational, Veteran and personnel activities for the program.
  • Assigned to work with multiple VA healthcare services and with community agencies, leaders and organizations where he/she has no access to LMHPC clinical supervision.
  • Developing and establishing linkages and collaborates on Homeless Veteran support efforts with community healthcare and social service agencies. Work Schedule: 8:00 a.m. - 4:30 p.m., Monday through Friday Fi*nancial Disclosure Report:* Not required

Qualifications

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Education. Hold a master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling. * Licensure. Persons hired or reassigned to LPMHC positions in the GS-101 series in VHA must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. * English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. Grade Determinations: Knowledge of Current LPMHC Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities associated with current mental health counseling practice. Experience satisfying this requirement must be active professional practice at the post-master's degree level, which is paid/non-paid employment as a professional mental health counselor.

Quality of Experience. Experience is only creditable if it is post-master's degree experience as a mental health counselor directly related to the position to be filled. Qualifying experience must also be at a level comparable to LPMHC experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least 1 year of progressively complex experience equivalent to the next lower grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post-Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program.

Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for GS-11 level, the candidate must demonstrate the KSAs below:

  1. Advanced knowledge in program planning and development of policies and procedures.

  2. Ability to make key decisions in the hiring and identification of top candidates.

  3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.

  4. Ability to provide subject matter consultation to other colleagues and students within the field of counseling working on an interdisciplinary team.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12 to GS-12.
