The Chief, Business Office is responsible for overseeing the operations for the Eligibility and Patient Registration; Revenue and Patient Accounts; Health Information Management; Utilization Review and Office of Care in the Community. The incumbent is responsible for the development, implementation, integration, standardization and maintenance of the Business Office/Health Administration as well as all aspects of the facilities efforts for maximizing alternative revenue generation from sources to include third party insurance billing, Tri Care billing, sharing agreements, first party billing, Tort Factor, Workers Compensations claims, contracting services, and other revenue generating services.
The Chief, Business Office provides overall leadership and managerial functions of planning, organizing, staffing, operating and budgeting for the Business Office. The incumbent develops and communicates the vision for the Business Office, expresses the values that hold the service together and guides it through significant and continual change to ensure that benefits are administered in an effective, patient focused manner. The incumbent directs a program that includes professional, highly technical and administratively complex programs that highly impact the VA SORCC VISN 20 and the VA. The incumbent provides the leadership, support, emphasis and focus for innovative learning for Business Office employees from the GS-3 to the GS-12 levels. This involves advocating for continual learning for employees at all levels to help improve performance and contributions in the healthcare process, identifying potential candidates for positions of higher responsibility, and developing opportunities to support service line succession planning. The incumbent also participates in self-development activities to maintain and increase professional competence, and provides in-services for internal and external clinical and administrative groups related to new or changes in existing VA Health Care programs.

You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: * analytical or administrative or clinical management or supervisory experience in the healthcare field, which may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities; this experience must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities, and provided knowledge of mission, organization, programs and requirements of the health care delivery system; * evaluating and monitoring administrative activities and recommending changes; * assists in the development, implementation, and tracking of business plans, analyzes and interprets data and presents findings to medical center leadership, provides guidance and collaborates with medical leadership to develop policies; interprets, oversees and implements national policies and processes, analyzes, assesses and monitors performance and provider workload. Physical Requirements: The work is predominately sedentary and requires prolonged periods sitting and typing using a computer. There is occasional walking, bending, stooping, and carrying of light items, such as papers, binders, and reports.
There is no educational substitution at this grade level.
